File size or dimensions?
Compression reduces file size; resizing changes pixel dimensions. For a large photo, resize it to the dimensions you need before fine-tuning compression.
Choosing a format
Use PNG when you need lossless output or transparency. JPEG suits opaque photographs. WebP supports transparency and a quality setting; check that the app receiving the file accepts it.
